About ERC

ERC participates in the European Commission's consultation on Article 18 of the European Media Freedom Act.

The ERC made a submission in response to the consultation launched by the European Commission on the implementation guidelines for Article 18 of the European Media Freedom Act (EMFA).
This provision, which will come into force on 8 August establishes that media outlets, provided they meet specific criteria and requirements, will benefit from preferential treatment by very large online platforms, now referred to as “new intermediaries”, where a growing number of users access media content.

In its contribution, reflected in Deliberation ERC/2025/253 (OUT), ERC proposes the following: to clarify the concepts of media service providers and editorial responsibility; to enhance national media registration and transparency databases ; to create a European directory of databases and regulatory bodies at the Member State level; to increase the transparency of the procedure for verifying the declarations of media service providers; and to consider the phased implementation of this functionality.

At the same time, ERC is participating in the drafting of a position paper within the European Board of Media Services, contributing to regulatory consistency in the application of the EMFA throughout the European Union.
