ERC welcomes delegation from the Montenegrin media regulator to strengthen institutional cooperation
On 3 and 4 June, ERC welcomed a delegation from the Agency for Audiovisual Media Services (AMU) of the Republic of Montenegro for a visit focused on knowledge sharing and strengthening institutional cooperation in the field of media regulation.
The AMU delegation included Branko Bošković, President of AMU, Council Member Edin Koljenović, Director Sunčica Bakić, Deputy Director and Head of the Legal Department Elvira Ceković, and Deputy Director and Head of the ICT Department Nikola Lazarević. On the ERC side, participants included the members of the Regulatory Board, the Executive Director, the Chief of Staff, and several technical staff from the areas covered in the working programme.
On the first day of the meeting, held at ERC headquarters in Lisbon, both institutions discussed their main priorities, initiatives, and areas of intervention.
A key moment of the day was the signing of a Memorandum of Understanding between the two regulatory authorities, formalising their commitment to mutual cooperation, and reinforcing institutional dialogue, the exchange of good practices, and the promotion of democratic standards in the media sector.
The second day of the visit was dedicated to thematic sessions, covering key areas of media regulation, namely:
• Transparency and regulation: presentation of ERC’s data collection mechanisms and their application in regulatory activity, including the Media Transparency Portal;
• Media concentration operations: analysis of ERC’s role in concentration processes involving media outlets;
• Media literacy: presentation of ERC’s responsibilities in this field and of projects developed, with a particular focus on innovation;
• New European regulatory framework: reflection on the challenges and implications of new European regulations, including the Digital Services Act (DSA), the European Media Freedom Act (EMFA), and the Artificial Intelligence Act;
• Technological tools and systematic analyses: demonstration of tools used by ERC for systematic analyses, including media monitoring software and survey techniques.
The AMU visit to ERC is part of a broader strategy to strengthen international cooperation, in line with one of the ten strategic priorities defined by the current Regulatory Board for the 2023–2028 mandate, which aims to reinforce ERC’s contribution within the framework of both national and international media regulators.
