Born in Viseu in 1948 and holder of a law degree from the University of Lisbon's Law School.
Deputy Public Prosecutor in several districts (1971/1976).
Judge of Law (1977) in Vinhais, Paços de Ferreira, Alenquer, Setúbal (President of the Collective Court) and Macau.
Chief Judge (1994) in Macau.
He was also Deputy Secretary for Justice and the Autarchic Administration of the Government of Macau (1990/1991).
He also held the following positions: Member of the Basic Law Advisory Council (1990) for the then future Special Administrative Region of Macau (RAEM); Professor of Administrative Law at the East Asia University's Law School; Judge at the Macau High Court of Justice (1993); Judge at the RAEM Court of 2nd Instance (2000); Director of the Magistrates Training Centre (1995); Director of the Macau Legal and Judiciary Training Centre (2001).
He was also a Legal Adviser at Portugal’s Permanent Mission to the United Nations (2002/2006) in New York (USA), and Head of the Portuguese Delegation to the 9th, 10th and 11th sessions (2003, 2004 and 2005) of the International Seabed Authority in Kingston (Jamaica).
Since 1992 he has been a permanent member of the World Jurist Association.
He was appointed to the Supreme Court of Justice on 2 March 2002, where he was Supreme Court Judge and President of the 1st Section. In October 2013 he was elected as Vice-President of the Supreme Court of Justice.
On December 14th 2017, Sebastião Póvoas was appointed Chairman of the Regulatory Board of ERC.
